Who is the best web hosting provider?

I want to get a web host but I want the best price but at the same time I want my data backed up often and not just one back up but 2 just incase the newest is discovered to be corrupt (has happened before). I also don't want down time as I want dependability. I also want security and access to many tools.

Can anyone tell me who they think the best web hosting provider is for all that I am looking for?
